    We think of homeland security only as defence in religious war. In reality,securing a nation like the USA means to anticipate problems before they happen and have a plan. It may be disaster funding but also,our industries must coordinate and move to new technology,or,import new technology from China. Tax breaks for technological investing encourages that abduction keeps us ahead of competitors.It also includes space research because threats from space are more likely to kill us than terrorists.
