Seems that the author doesn't understand the Probable Cause concept given the 4th Amendment prohibition against unreasonable searches/seizures. What makes this arrest/detention lawsuit-worthy is the absence of Probable Cause. Carried money doesn't blow up airplanes or violate any other law.
